This is standard and is fully in accordance with the Quot Banking Code of Practice, says Justin Droop of the sector’s Regulatory Body. The purpose of non-functional pens is to detain you that little bit longer to allow a surge of customers to materialise out of nowhere and form a long queue in front of you so that all the people who suddenly poured in after you get served first  .

The delaying tactic also gives customers invaluable time to reconsider whether their transaction is really necessary and is ‘ all part of the service ‘. The practice of providing useless pens has not been the subject of any recent investigations into banking procedures and no heads are likely to roll on their account.
